This is an article from an incident at a high school in South Carolina. The long and short of it is that a new football coach took over the weight training from the CSCS certified coach who had been doing it, and immediately injuries started popping up. The article states that the rule is a coach only needs to be PE certified to conduct weight training classes in South Carolina.
The CSCS certification runs less than $500, and if there isn't a coach on staff qualified to pass it, there shouldn't be training allowed in the school.
